Actually, no, Tom, tho' it could be.  More correctly 2nd valve alone would
be used for a 3rd harmonic F#.  But in any case, the fingering chart in the
above link is for a Bb instrument, at least most of it is.  Maybe the player
has to make a quick change of instrument to play the F#.  Does anyone make
euphs, baris, and valve 'bones in C?  I don't think I've ever seen one.
