In May of last year, we had the discussion here (thanks, Derrick Parker) on Peter Moore, just after he had won the BBC Young Artist of the Year competition.  You must have somehow missed this, as you certainly would not have forgotten Peter's performance of the Tomasi concerto, the first movement, if I remember.  That performance is still on the BBC site, but I believe it's only viewable by UK residents.

I remember being really impressed with the parents, too.

The young fellow you wrote about that is 12 years old, plays with one of 
the top (Championship Category) Brass Bands in England.
His brother, who is older than him, is running in the same contest that 
Peter Moore won hands down last year. He sits out this year!
Peter's family moved over from Ireland so their children could benefit 
from the stiffer competition and more selection for music at the schools 
in the UK.
I believe all the family there is also one sister I think, are 
musicians, but Peter is no doubt the most well known of them, and you 
can see why.
The Championship that he won last year, picked five top young musicians 
from all over England, and he was by far the youngest and obviously the 
top player!
He is the principal chair (Trombone) in the band he plays in!
Amazing he is!
