Tom,
German altos were not common in F long before E-flat. As far as I've 
been able to determine, the F alto is a 20th-century invention. The 
early altos were in D (E-flat at modern pitch).

The French don't seem to have used alto trombones until the middle of 
the 19th century, when they were built with valves, rather than a 
slide. But that's an area that I'm not very familiar with.
