I play oboe and English horn.

No, you can’t tune an oboe.  If that seems preposterous, ask an oboist you 
respect.

You can cut a reed that will give you a very slight change in pitch, but 
only very slight.

On the other hand, because you can’t tune an oboe, it actually is a good 
pitch source, but not as accurate as a tuner.
