Well.................

I tune my Tenor's F attach to C (I use more C's than
low F's on Tenor).
I tune by Bass' F attach to F (more need for lower
notes on Bass).

Of course it also helps to have a second valve too
(and in my case a C valve) on Bassi.
[But that's a whole 'nother subject!!!!]
