Without question... ProTools LE.

mBox for under $500.  32 tracks, but it's really more than that.  All  
the FX you'll ever need.

If not computer based, then you would want to get into a hard-disc  
recorder like a Mackie HD-24.

I got one of those this summer for location recording, and it's what  
I used on my samples at our NDO website.  Mastered in ProTools from  
the Mackie.

PS .  I'm in a rush to get to school, so I may have that Mackie  
number confused with another machine.  They have several models.  I  
love mine.  Bought it used on eBay for $800.
