Only for the sake of historical accuracy: Jimmy Carter's transportation chief, Joan Claybrook, espoused precisely this kind of solution, except her suggested limit was 55mph. She almost got it passed. It was only through the extreme intervention of the public - that bothersome group - that it failed.

She was an odd choice for the job because she openly hated just about everything to do with cars.
