Well. . .although the BBC missed this. . .it "sounds" like the neighbors 
asked him to keep it down to a dull roar. . but he didn't try to keep in 
good stead. . .

Don't need a special ordinance for this, though.  It just adds to the 
already rampant bureaucracy.  Any oaf can figure out the proper resolution 
of a problem like this.  Even the LAPD is able to handle this type of call 
easily.
