    I don't know if this is an explanation that applies to you, but it actually happens regularlarly here!   it's one of the ways a young man courts- if the woman comes out and talks to the young man, he has won her heart and they are then a couple.  We moved from the college neighborhood to a more residential neighborhood, and the mariachi bands decreased in frequency- which is kind of a shame- it's a nice way to be woken up!
   
    Don't know if this is a possible explanation for the lister - but if you want to keep practicing, you COULD assume that this was a local courting custom!  Might be worth checking out, at any rate!
