No, this does not qualify as the all-encompassing so-called "educational use." There is copyright and a valid copyright holder involved with all of Blazhevich's works. Just think what the teacher's union would say if they were required to work without pay, "for educational use."
Blazhevich will be available again. It has taken a long time to get to this point, but it is now written, edited and mastered. It is currently in the process of being spec'd and shopped around to printers.
Once released it will be available from all the usual suspects. And with any luck, that will happen at some point this autumn.

I have been able to get my students to buy this book, so apparently
they have been doing so at the local music store which keeps a
backlog of the books I require.
I think I shall go tomorrow and see if I can buy up the last
remaining copies.
If not, scanning seems like a good idea to me! If this is a
copyright issue, would not the "for education purposes only" be in
effect? Or no?
